Overview

The Emergency Solutions Grant (ESG) Program, authorized by subtitle B of title IV of the McKinney-Vento Homeless Assistance Act, (42 U.S.C. 11381–11389) (the Act), and the ESG Program found in 24 CFR part 576 authorizes the Department of Housing and Urban Development (HUD) to make grants available to States, units of general purpose local government, and territories for the rehabilitation or conversion of buildings for use as emergency shelter for the homeless, for the payment of certain expenses related to operating emergency shelters, for essential services related to emergency shelters and street outreach for the homeless, and for homelessness prevention and rapid re-housing assistance.

Towards this end, the State of California Department of Housing and Community Development (HCD) releases a Notice of Funding Availability (NOFA) every three years. The Collaborative Applicant, acting on behalf of the Merced City & Count Continuum of Care (CA-520) administers a local competition to identify a maximum of two (2) homeless services providers to be awarded funding under this grant. Eligible applicants include private nonprofit organizations or units of general purpose local government.
