
Unincorporated Distributive Housing
Unincorporated Distributive Housing (UDH) is a non-congregate emergency shelter program consisting of three units (18 beds). To qualify for this program, both the residential properties and the individuals or families experiencing homelessness must be situated in the unincorporated areas of Merced County. Merced County includes six incorporated cities: Merced, Atwater, Livingston, Los Banos, Gustine, and Dos Palos, with the rest classified as unincorporated.
This type of initiative is often referred to as “Satellite Navigation Centers” because, like Navigation Centers, they offer low-barrier beds and supportive services for those experiencing homelessness, but within residential homes. The program leases local homes in the unincorporated regions of Merced County and assigns a house manager to each property, facilitating connections to essential services for residents.

Placement at the UDH program is based on bed availability. Individuals experiencing homelessness can contact Turning Point New Directions to be assessed for placement into emergency shelter. All emergency shelter referrals must come through Turning Point New Directions.

Funding for Unincorporated Distributive Housing comes from the Permanent Local Housing Allocation Program (PLHA) grant provided by the California Department of Housing and Community Development (HCD).

In accordance with the Merced CoC policies and procedures, emergency shelters shall not include a minimum or maximum length of stay for participants.
